Belarus is set to announce a tender for a new national BelKa satellite to replace the one destroyed in a July failure of a Dnepr launch vehicle, RIA Novosti reported Aug. 17. The rocket carrying the Belarusian satellite and several other small spacecraft crashed shortly after liftoff due to a first stage engine shutdown.
