Kazakhstan and Russia have agreed to develop a new civil satellite launching system using the Mig-31 fighter and the Ishim missile as the platform from which to launch payloads up to 200 kilograms into low earth orbit. The Mig-31 would launch the missile carrying the satellite from an altitude between 25,000 and 30,000 meters. The program to develop this launch platform is expected to cost $1.5 billion throughout the next 15 years, though Kazakhstan Prime Minister Danial Akhmetov has instructed state agencies to undertake a comprehensive feasibility study before undertaking the realization of the program itself.
