In a Feb. 24 speech before the National Association of Broadcasters‘ State Leadership Conference, FCC Chairman Reed Hundt reiterated previous calls for emerg ing satellite and terrestrial programming providers–including digital audio radio services (DARS) and local multipoint distribution services (LMDS)–to be subject to public-interest obligations. "Today some are saying that it is too early to adopt public interest rules for new media," Hundt said. "I worry that our successors will say it is too late." Also in the speech Hundt advocated an open auction for DARS spectrum, a statement which has roiled CD Radio Inc.’s [CDRD] otherwise thinly traded stock. Indications to date have been that the FCC would restrict the upcoming DARS auction to the four current applicants.
