Orbital Sciences Corporation announced on Sept. 18 that it was promoting four executives to new positions.

G. David Low will become senior vice president and program manager for the commercial orbital transportation services (COTS) program; John Pullen will oversee the technical services division; Gregg Burgess will become vice president of special programs; and Sally Richardson is being promoted to vice president and deputy director of technical operations.
