Echostar Communications Corp. introduced Nov. 30 Michael Dugan as the company’s chief technical officer. Dugan, the chief architect of the technological foundation upon which the Dish Network direct-to-home satellite television service was founded, will be responsible for all technical development and operations within Echostar.

Dugan joined Echostar in 1990 and most recently served as a senior technical advisor to the executive management team. He also served as president and COO from April 2000 to April 2004.
