Segovia, a Herndon, Va.-based global voice and data provider, appointed Mark Moore as executive vice president and COO. Moore will oversee day-to-day operations for engineering, network operations, program management and finance administration, reporting to CEO Mike Wheeler.

Moore was the founder of mindSHIFT Technologies, a managerial market service. At mindSHIFT, Moore served as CFO, raising in excess of $40 million in private equity to turn a concept into an operational reality.
