Intelsat promoted David Meltzer to director of procurement in January; prior to his appointment Meltzer was assistant general counsel. Meltzer will report to Andrew Browne, Intel sat vice president and chief financial officer. The organization also appointed Leo Millstein deputy general counsel, reporting to Don Wear, Intelsat vice pres ident and general counsel. Millstein also was an assistant general counsel.
