Sneak Peek into SATELLITE 2009's Military Forum

SATELLITE 2009’s Conference Chairman Scott Chase sat down with Patricia Cooper, President, Satellite Industry Association, to discuss the importance of satellite-enabled communications for military forces worldwide and what attendees can expect to learn in the Military Forum, Wednesday – Thursday, March 25 – 26.

SATELLITE 2009:
How did you become president of the Satellite Industry Association and what is the core focus of SIA?

PATRICIA COOPER: I'm honored that SIA's Board asked me 15 months ago to head this diverse group of the leading satellite companies. I've been in the satellite industry for 18 years, as a regulator, a government advocate for satellite trade and a market access expert for an FSS operator, and this job is one of the most fascinating -- and most active -- I've encountered. Despite competing in the marketplace, our members -- including satellite operators, builders, launch providers, ground equipment manufacturers and service providers -- have found common interests to advocate in defense, public safety, regulation and export controls. Our goal is to ensure that both policies and regulations recognize the important role that satellite plays in the nation's economy, its national defense and emergency preparedness, and its communications network.

SATELLITE 2009: How important are satellite-enabled communications capabilities to the U.S. armed forces?

PATRICIA COOPER: Satellites have been crucial to the DoD's communications mission. Commercial satellites have fundamentally changed the military's ability to connect remote, mobile and rapidly-deployed units to their commands with mission-critical services. We're now looking at how better to meet rapidly-changing requirements and ever-increasing hunger for bandwidth all around the globe.

SATELLITE 2009: For the past few years, SIA has organized the “Military Forum” for the SATELLITE show. What’s new this year and why is it important?

PATRICIA COOPER: The year ahead is a pivotal one for defense communications, given political change, budgetary pressures and shifts in force deployment. Our panels will explore how these changes will affect DoD planning and procurement, what new collaborative frameworks might emerge for interactions with commercial satellite ventures, and what technologies will next meet the military's unique set of requirements.

SATELLITE 2009: How can the commercial sector make itself more attractive and more competitive for military applications and requirements?

PATRICIA COOPER: Understanding DoD procurement processes may not be intuitive, but we've found our military counterparts open to smart solutions. Of particular interest are commercial applications that can be tailored for the special requirements military communications bring -- increased protection, Comms-on-the-Move, Pause and Halt, maritime and coastal applications, and difficult environments. I wouldn't be surprised if you see satellite experts in uniform checking out the latest satellite gadgets in the SATELLITE 2009 exhibit hall.

SATELLITE 2009: As a Washington “local,” what restaurants should out-of-town guests at SATELLITE 2009 try to visit?

PATRICIA COOPER: One of my favorites is Johnny's Half Shell on the Hill -- and, of course, Ben's Chili Bowl!

UBS, Albertis Deploy DVB-SH Network Prototype
Unique Broadband Systems (UBS) and Abertis Telecom have deployed a pilot network using digital video broadcasting equipment based on the DVB-SH standard, UBS announced March 12.
During a live mobile TV demonstrations of the network earlier this month, UBS-designed terrestrial repeaters were deployed on top of Abertis Telecom towers and relayed satellite signals provided through capacity supplied by Eutelsat. The signal was transmitted to Quantum receivers equipped with Calearo active antennas installed in automobiles.
UBS is scheduled to test the full DVB-SH technology within the next two months, waiting only for Eutelsat's W2A satellite to be launched. This satellite will carry an S-band payload managed by Eutelsat and SES Astra joint venture, Solaris Mobile.

Boeing Collaborates with U.S. Military on Space Situational Awareness
Boeing and the U.S. Army's Space and Missile Defense Command/Army Forces Strategic Command have launched a joint research and development effort to coordinate and fuse multiple types of sensor data in a secure environment for integrated air and missile defense and space situational awareness concept exploration, Boeing announced March 12.
Boeing, which signed a research agreement with the U.S. military in February, said it has met military officials to exchange preliminary technical information.
“This agreement effectively allows the [Army’s] data fusion distribution center to exercise and examine Boeing's multilevel security modeling and simulation capabilities using actual government data. Through this joint effort, our teams will develop a collaborative, net-centric, open-source environment to support the analyses of a multitude of space and [air and missile defense] issues," Michael Schexnayder, deputy to the commander for research, development and acquisition at the Space and Missile Defense Command/Army Forces Strategic Command, said in a statement.

Ion Media Contracts SES Americom for HD Distribution
Ion Media Networks has signed a multiyear distribution agreement with SES Americom to launch a suite of television networks in HD, Ion announced March 12.
Ion HDTV will debut on SES’ AMC-1 satellite with a pair of networks with more set to follow later this year.
“Ion has tapped expanded distribution capacity aboard HD-Prime to offer our programming in a crisp high-definition picture quality to viewers in more than 94 million homes across the country,” Mark Greenlee, senior vice president of network operations at Ion Media Networks, said in a statement.

SES Astra Extends Digital Television Reach in Germany
SES Astra has increased the number of digital television-equipped homes reached by the Astra satellite system in Germany by 13.9 percent, SES Astra announced March 12.
The company now boasts a total customer base of 11.1 million digital TV households, according to the results of the Astra’s latest Satellite Monitor, an internally administered study.
According to the study, Germany had 37.7 million analog and digital TV homes at the end of 2008. With 16.2 million households, satellite reached 43 percent of the total market. Cable provides television to 18.5 million households, equaling a share of 49 percent and terrestrial television DVB-T had 2.8 million viewers and a share of 7 percent. IPTV reaches 270,000 households, or 1 percent of the market.

Newtec Appoints Adds Former Barco CEO to Strategic Committee
Newtec appointed Martin De Prycker to its strategic committee, which advises and assists the board with company policy and strategy, Newtec announced March 13.
De Prycker is the former CEO of Barco, a designer and developer of professional display and visualization solutions.
“We are extremely happy that Martin has agreed to join the Newtec strategic committee,” Serge Van Herck, Newtec’s CEO, said in a statement. “He has significant board experience with several major companies and is member of a number of respected industry bodies such as the IBBT (Interdisciplinary Institute for Broadband Technology) and Agoria (Belgian Multisector Federation for the technology industry) as well as a strong history of business development and growth at Barco.”
